«Protecting Europe's historic urban landscapes from new tall buildings.Motion for a resolution presented by Mr Zingeris and others.
This motion has not been discussed in the Assembly and commits only the members who have signed it.
Throughout Europe, but in particular in the new economies of Central and Eastern Europe including Russia, the current rapid pace of economic and urban development, as well as real estate speculation, is leading to a marked increase in the number of tall buildings being constructed in large and medium-sized towns, many of which possess historic centres of European or even world significance.
The Assembly is aware that tall buildings can in specific cases bring solutions to planning problems and may add to the architectural development of certain urban landscapes. However, it also believes that their significant, and often negative, impact on the integrity of Europe's historic city centres is not sufficiently taken into consideration in decision making on town planning.
The Assembly strongly advocates that adequate measures should be taken at all appropriate levels of policy and decision making to ensure preservation of historic urban landscapes in Europe. These should include specific measures aimed at a regulated construction of tall buildings in designated areas and at keeping the impact of those buildings on the historic urban landscapes within acceptable limits.
The Assembly calls on the competent authorities in Member States to take urgent action on this issue. It welcomes and supports the initiatives Europa Nostra is undertaking by drawing attention to and raising public awareness of this problem and the involvement of civil society in bringing pressure to bear.

Boa leitura para alguns arquitectos.....mas estas ideias nao existem "entre linhas" no PDM, e outros documentos..?

Infelizmente não a arbitrariedade funciona, mas só para alguns.
Tudo isto acompanhado por um regulamento o RGEU-Regulamento Geral das Edificações Urbanas profundamente obsuleto.
Sendo um euroceptico, pois considero o conceito "asseptico" ou a politica Tupperware da UE tem sido um desastre, com uma grande falta de bom senso procurando nivelar pela média, uma velha europa cheia de história, com a destruição das suas folclores e tradições dos povos e regiões europeias que afinal é afinal o que nos distingue a nossa identidade.
Imaginem a mais velha "Osteria" (taberna/casa de pasto) de Veneza (sec. XVII) ser fechada pela ASAE. As mesas têm tanta gordura que são quase translucidas e a zona do prato está tão gasta de tanta gente que comeu, o balcão em marmore rachado e betumado ao longo de vários séculos. Isto é património não pode ser substituído por balcões inox e mesas e copos de plástico. Estou ainda a lembrar-me dos estreminadores de moscas nos nossos restaurantes, não é agradavel almoçar ou jantar a ouvir o GGGRRRRCCHH! da mosca.
É contra este absurdo de nivelar, tudo e todos. Enquanto a Europa não souber retirar lições da História será um total fiasco. E mais vale fazer um Novo Tratado do aprovar um velho rectificado. A forma como está a instituição carece de legitimidade e é pouco responsável ao tentar aprovar este tratado rectificado igual ao anterior em 90%.
Esperemos que a vaidade dos políticos e a sua necessidade de agradar a "gregos e troianos" não nos precipite a todos para uma constituição irresponsável e que não irá unir os povos.
